Richard Masters MCIOB

Director & Non-Domestic Energy Assessor

Richard leads CEA-LTD and personally handles every instruction, from the first site visit through to the certificate landing on the national register. His background in building surveying, combined with Elmhurst accreditation as a Non-Domestic Energy Assessor, means assessments are grounded in a genuine understanding of how commercial buildings are built and used — not just how they're modelled.

Richard holds Level 5 accreditation, qualifying him to assess commercial buildings using Dynamic Simulation Modelling (DSM) — the methodology required for more complex, air-conditioned and mechanically ventilated properties that fall outside standard Level 3/4 assessments. This covers the full range of commercial building types: offices, retail units, industrial units, warehouses and manufacturing premises, including multi-site portfolio instructions.

CEA-LTD works with landlords, letting and managing agents, solicitors and building owners across the North West who need certification they can rely on for a transaction, a compliance deadline, or a wider improvement programme.

Approach

What you can expect

Accuracy

Properly surveyed, not estimated

Every certificate is based on a genuine site visit and full data set — not a desktop assumption. That's what makes a rating hold up if it's ever queried.

Clarity

Plain-English reporting

We prioritise understanding your objectives and constraints from the outset, so every recommendation is pragmatic and written in plain, professional language for the person commissioning the work. You'll know exactly what a rating means and what your options are.

Reliability

Direct contact, fixed pricing

You deal with Richard directly from quote to lodgement, with a fixed price agreed up front and no surprise extras.
