Non-Domestic EPCs (NDEA)

Required by law for the marketing, sale, let or construction of most non-domestic buildings. A full site survey covers construction, glazing, heating, cooling, lighting and hot water systems, modelled through accredited SBEM software — or Dynamic Simulation Modelling (DSM) for more complex assets, such as those with significant shading, atriums or complex building services — to produce your asset rating.

  • Offices, retail, industrial & warehouse units
  • Manufacturing & specialist-use premises
  • Level 5 (DSM) assessments for complex, air-conditioned buildings
  • Multi-site portfolio instructions
  • New-build EPCs from architect drawings (SAP/SBEM)
02

Display Energy Certificates (DEC)

For qualifying public buildings, Display Energy Certificates show the building's operational energy performance based on actual energy consumption, rather than a modelled estimate. CEA can manage the assessment, benchmarking and certification process, providing clear and straightforward support throughout.

  • First-issue and renewal DECs
  • Advisory Reports accompanying each certificate
03

Improvement Pathway Consultancy

Where a rating falls short of MEES minimum standards (or a target set by a lender, buyer or ESG policy), CEA identifies the practical, costed steps to close the gap — ranked by impact and disruption.

  • Fabric, glazing & insulation upgrades
  • Lighting, controls & M&E improvements
  • Phased plans for landlords managing multiple units
04

Pre-Transaction Advice

Buying, selling or renewing a lease? A pre-transaction check flags rating risk before it becomes a legal or financial problem — particularly relevant under MEES, where an F or G rating can restrict a letting.

  • Due diligence support for agents & solicitors
  • Portfolio-wide MEES exposure reviews
  • Straightforward, written summaries — no jargon

New Build & Part L Compliance

For new commercial developments, CEA-LTD produces BRUKL reports and Part L feasibility studies at both design and as-built stages — helping architects, developers and building control confirm compliance with Part L of the Building Regulations before construction starts, and again once it's complete.

  • Design-stage Part L feasibility reports
  • As-built BRUKL reports for Building Control sign-off
  • Early-stage advice to flag compliance risk before it's costly to fix
  • SBEM or DSM modelling from architect drawings
06

Retrofit Design & Coordination

Beyond certification, CEA-LTD provides retrofit design services and can act as Retrofit Lead Professional under PAS 2038, managing a non-domestic building's energy retrofit from initial assessment through to evaluated completion.

  • Retrofit design & specification of fabric and services measures
  • Retrofit Lead Professional role under PAS 2038
  • Offices, retail, industrial & historic non-domestic buildings
  • Working alongside your in-house design team, or appointed consultants, through to sign-off
